The legislation introduced by Massachusetts Sen. Ed Markey along with House Judiciary Committee Chair Jerrold Nadler and Reps. Hank Johnson and Mondaire Jones expand the Supreme Court from nine seat to 13 in order for liberals to take back the majority.
