A mother is murdered in her west Houston apartment & her 4-year-old daughter is shot in the face, police arrest for ex-boyfriend who she had a restraining order against and as CrimeStoppers Andy Kahan points out this is the 39th victim of a defendant released on felony bond and PR bond in less than 2 years in Harris County.
Cedgadrick Ardarius Harris, 24, is accused of shooting 28-year-old Kimberly Robinson and her 4-year-old daughter.He is charged with capital murder.
As KHOU reports, the victims were asleep in their west Houston apartment when someone kicked the door in and shot them both. Robinson died at the scene.
Her daughter was rushed to Texas Children’s Hospital with a gunshot wound to the face. She is expected to survive.
Relatives say Harris is Robinson’s ex-boyfriend and they call him “a monster.”
Harris was free on multiple personal recognizance bonds, or PR bonds, including a previous assault against Robinson.
As Andy Kahan, Director of Victims Services and Advocacy with Crime Stoppers Houston, told KatyMagazineOnline.com about this case: “Kimberly Robinson was murdered not only by the defendant but her death is directly tied into the guise of criminal justice and bond reform.”
He adds “this isn’t anything new.But COVID-19 has given the system a reason to get these offenders out of jail.”
KatyMagazineOnline.com reports that "Harris had been granted a PR bond for assault of a family member on November 19, 2019. He then was granted another PR bond, for the same offense, on April 30, 2020. Less than one month later, while he was already out on bond, Harris was granted a felony bond on May 3, 2020. He allegedly murdered Robinson and shot her 4-year-old daughter on July 17, 2020."
Kahan says “when the offender was charged with a felony, that should have resulted in his bond being revoked by the court.If his bond was revoked by the judge, Kimberly would be alive today.”
