New Lawsuit Reform Bill Facing Pushback From Conservatives

A new bill called the Litigation Transparency Act of 2025 has been introduced in Congress. It is backed by multiple Republicans and would require anyone receiving payment in a lawsuit—such as through a settlement—to disclose their identity. Many grassroots groups are strongly opposed to it.

Dozens of organizations signed a letter drafted by Tea Party Patriots urging lawmakers to stop the bill. The letter stated: “The sweeping disclosure mandates in this bill threaten our core American principles of personal privacy, confidentiality, and freedom of speech and association.”

Attorney Michael Wynn also criticized the legislation. “I think there may be good intentions,” he said, “but this is one of the most poorly reasoned bills I have seen in a long time.”

Wynn warned that the bill could lead to a number of unintended downstream consequences. “What’s going to happen is collateral damage,” he explained. “That means increased litigation costs and fights over which court a case should be brought in.”

He says the result will be plaintiffs and attorneys making key decisions—such as where to file lawsuits and whom to name in them—not based on what is best for the case or the law, but on secondary factors created by the bill’s disclosure requirements.
