On the same day reports of emails showing the Houston police chief knew about the department's "lack of personnel" code that was used to suspend some 4,000 rape investigations, Troy Finner sends a letter to the mayor announcing his retirement.
In February, Finner said the “Lack of Personnel” Code was used to suspend the investigation into 264,000 incident reports from 2016 thru 2021. That’s when he said he first became aware of the code and mandated it stop being used. Published reports say that internal emails show Finner knew about the code as far back as 2018.
Finner grew up in Houston’s 5th Ward and has been with the Houston Police Department since 1990. He was picked by Mayor Sylvester Turner to take over for Art Acevedo in March of 2021. Current Mayor John Whitmire accepted Finner’s retirement in a letter Tuesday night and sent notice to Houston Police Department employees that HPD Executive Assistant Chief Larry Satterwhite will serve as acting police chief.
