Activists are advocating the creation of a citizens' board to provide oversight of the Houston Police Department.
The proposed Houston Police Independent Citizens Investigative Board would review internal HPD investigations of possible misconduct by officers and would decide on discipline.
The board would be able to subpoena documents, and to interview suspects, officers, and witnesses.
The board's members would come from community organizations and the law schools of Texas Southern University and UH.
