(Devers, TX) -- The Mayor of Devers is banning the STAAR test from all public schools in the city. Steven Horelica, also a fifth grade teacher, read an official proclamation announcing the ban at last night's city council meeting. He said the STAAR tests discriminate against students with special needs and don't accurately measure how well students are learning.
He said he hopes the city's ban brings more attention to the problems with STAAR.
