In Austin, a bill that would dramatically change the state's drug laws goes up before a legislative committee It would eliminate the arrest, jail time and criminal record associated with low-level marijuana possession. Instead, it's a civil offense, which carries a fine. Heather Fazio with "Texans for responsible marijuana policy" says this has a real shot at passing.
