Corps of Engineers Knew of Harvey Flooding

Government records show the U.S. Army Corps of Engineers realized Harvey would overwhelm Houston's reservoirs, but kept it to itself.  

On August 25th, the day Hurricane Harvey made landfall, a Corps forecast showed Addicks and Barker reservoirs would overflow and flood nearby neighborhoods.  But Fort Bend County officials didn't issue the first flood advisory for the area until the next day and Harris County the day after that.  

By then, the surrounding suburbs were under water and high-water rescues were in progress.
