Monday is the first day of early voting ahead the November 7 elections.
Harris County Clerk Stan Stanart encourages residents to take advantage of nearly 50 early voting locations, but warns a handful of the usual sites are not open due to Harvey.
"Both of them in Kingwood because of flooding, Bear Creek is not available, we're not even using it," he says. "The Champion Forest Baptist Church in the north end, they're not flooded but they're helping flood victims.
Residents can find the closest early voting center and a sample ballot online at harrisvotes.com.
"Some of the school districts have candidates on the ballot, but most of it is bonds and those types of issues," says Stanart.
Houston has several propositions on the ballot -- including pension obligation bonds for police and city employees.
Early voting runs through November 3.
