U.S. Energy Secretary Rick Perry has authorized the Strategic Petroleum Reserve to negotiate and execute two emergency exchange agreements with a Louisiana refinery.
Perry's decision will authorize a total of 400,000 barrels of sweet crude oil and 600,000 barrels of sour crude oil to be drawn down from SPR’s West Hackberry site in coastal Cameron Parish, Louisiana.
