Democrat Filibusters to Kill Tighter Annexation Rules

A lawmaker mounted a two-hour filibuster on the floor of the state Senate to stop a measure that would have made it harder for city government to annex surrounding territory.

 Sen. Jose Menendez, D-San Antonio. started talking at 10 p.m. Sunday. At midnight, the procedural deadline passed, effectively killing the bill.

Bill sponsor Sen. Donna Campbell, R-New Braunfels, wore pink tennis shoes to the Senate -- reminiscent of Wendy Davis' footwear for a famous 11-hour filibuster in 2013 -- but unlike Davis was hoping for passage, not deferment.
