Senator Ted Cruz proposes new immigration bill in Jocelyn Nunaray's honor

A few weeks after two illegal aliens raped and murder 12-year-old Jocelyn Nungaray in the Houston area, Texas Senator Ted Cruz has proposed a new bill aimed at tightening immigrant detention.

The Justice for Jocelyn Act would focus on the 'Alternative to Detention' that usually allows illegal immigrants to be released into the country. His new law would require every ICE detention bed to be filled, and if filled, would then require the Department of Homeland Security Secretary to exhaust all reasonable efforts to keep illegal immigrants in custory.

Under his plan, the immigrant if they are released would have to wear a GPS monitor until it is removed by the government, or once their immigration proceedings are complete.

22-year-old Johan Jose Martinez-Rangel and 26-year-old Franklin Jose Peña Ramos, both Venezuelan nationals, have since been charged with capital murder.
