A federal judge in Houston says he is frustrated with the Texas prison system. U.S. District Judge Keith Ellison is threatening to lock up prison officials after inmates were subject to non-air conditioned cells. He made the decision on Friday. Ellison issued a court order to have air-conditioning installed at 13 state lockups for some inmates in response to a five-year lawsuit over the temperature conditions that routinely passed 100 degrees inside of a Texas prison. Lead attorney Jeff Edwards says this is not an issue of compliance, "this is a life or death issue." Ellison ordered a warden to be on call on Tuesday.
