Jessica Vaughn, with Center for Immigration Studies, said U.S. border communities are burdened and need relief, or budget help to deal with those caught and released.
"What the Department (of Homeland Security) should be doing is increasing the number remaining in Mexico to wait there, rather than increasing the catch and release policy into the United States," said Vaughn.
She said depending on how much lawmakers have heard from their constituents during the August break, we'll see if Congress will take the border crisis seriously.
"Things always pick up in Washington in September and October and the coming budget fight is going to be a proxy for the immigration fight in general, so that's where the fireworks are going to happen," said Vaughn.
She said Senator Lindsey Graham has a bill to reform the asylum system, but hasn't gained any traction with Democrats.
