An impasse is declared in mediation talks between Houston's fire union and mayor's office and both sides are blaming each other.
Mayor Sylvester Turner made the announcement Friday morning.
"It is now in Judge Garrison's hands to rule one way or another on the motion for summary judgement as the city continues to move forward to implement of Proposition B."
The mayor blamed the fire union for rejecting his agreement to a three-and-a-half-year phase-in plan without layoffs or demotions.
However, the Houston Professional Fire Fighters Association says it was the mayor's office which rejected a last-minute offer of a four-year phase-in with no layoffs.The firefighters also wants the mayor's office to disclose what will each will earn, and drop its claim that Prop B is unconstitutional.
