Governor Greg Abbott is threatening to strip annexation powers from cities if they defund police departments.
Abbott announced the legislative proposal on Thursday, noting decisions by the cities of Austin and Dallas to reduce their police budgets.
The governor had previously unveiled legislation telling cities they could not raise property taxes if they cut budgets.
Abbott said law enforcement keeps people safe from criminals.
