Outrage after carjacking suspect was out on bond for capital murder

One of the suspects in this morning’s violent carjacking in Houston was out on bond on charges of capital murder.

It's yet another case of the bond system failing to protect the community. Houston Police Officers Union president Joe Gamaldi says Horace Marquese Harris never should have been on the street.

“He was originally given no bond. The judge, inexplicably comes back around a few months later and lowers the bond to one hundred thousand dollars,” Gamaldi said.

It's just the latest example of a bond system that Gamaldi says has gone off the rails.

“The bail system is absolutely broken. We need to do a risk assessment for what kind of risk these folks present to the community,” Gamaldi explained.

The woman who was carjacked this morning was pistol whipped but is going to be okay.
