Defenders of the Second Amendment are praising a ruling by Texas Attorney General Greg Abbott, which says that employees who carry handguns at school board meetings, school sporting events, and other activities are not violating a state law which bans concealed firearms in those venues.

The Republican gubernatorial candidate says employees and administrators charged with protecting student safety are exempt from some other state laws under a so-called “guardian plan” which was approved last year.  The plan is designed for rural school districts that don’t have the financial resources to hire outside security.

Critics of the plan say Texas will not avoid a Sandy Hook-style school massacre by putting more weapons on campuses.

Supporters believe the ruling will only have a minimal effect, because only a small number of districts will take advantage of the exemption.
