Man Free On Bond For Capital Murder Is Arrested Again For Murder

Yet another victim of bond reform as another violent offender is repeatedly freed with deadly consequences.

Sheriff Ed Gonzalez with the Harris County Sheriff’s Office announced the arrest yesterday of Andrew Williams, 40, in the murder of a 71-year-old woman who was robbed and then run over in east Harris County.

Of course, William had been free on bond for CAPITAL MURDER at the time of this murder.

Back in 2019, Andrew Rhernard Williams was arrested and charged with capital murder after investigators say he shot and killed a man during a robbery in a Spring parking lot.

Williams was granted bond in that case for just $150,000 by Harris County 248th District Court by Judge Hilary Unger. So $15,000 and he was set free.

On top of the 2019 capital murder charge, ABC13 points out that Williams has a lengthy criminal history: “Williams was accused of causing bodily injury to his ex-girlfriend by hitting her with a car. In 2017, he was convicted of assault-family violence and convicted of aggravated robbery in 2001, according to court documents.”

So he had 3 prior felony convictions.

Back on September 23rd, Martha Medina was getting breakfast for herself and her daughter at the McDonald's at 430 Uvalde Road in East Harris County when she was robbed and killed.

Investigators say Williams attacked Medina, stole her purse and while he was leaving the scene ran her over.

Medina was rushed to the hospital, where she was pronounced dead.

Sheriff Gonzalez said on the day of the murder, “this is someone’s loved one. This should not happen to anybody. I don’t know what’s going on in our city right now but it’s really sad.”

Martha Medina’s son, Adrian, told KHOU “they robbed my mom. They robbed my family. They robbed my kids.”

Crimestoppers Andy Kahan says this is the 143rd person murdered by a defendant free on bond while pointing out that our criminal justice system failed Martha Medina.
