The Central Intelligence Agency (CIA) declassified 71 presidential briefings related to the 9/11 attacks on the United States. Declassified presidential briefings reveal warnings of Al-Qaeda terrorist plots 5 weeks before the attacks. On August 6th - Bush’s presidential briefing was titled “Bin Ladin determined to strike in U.S.” and stated since 1997 Bin Ladin has wanted to conduct terrorist attacks in the U.S after U.S. military strikes on his Afghanistan base he wanted to retaliate. former pres. Bill Clinton initiated those strikes for retribution for bombings linked to Bin Ladin on U.S. embassies in East Africa.
The briefing also stated that al-Qaeda “stresses careful planning, tight security practices, and flexibility throughout all stages of terrorist strikes” and “cells prepare for an attack well beforehand by conducting thorough surveillance of potential targets. Group members are experts in conducting different types of attacks and know how to protect their plans from discovery,” the briefing to Bush stated.”
