It's Week #2 for the Texas legislature, but the House Rules debate is already late. Starting with the House Speaker battle, Donald Trump's inauguration, and the winter storm hitting Texas, the House Rules debate hasn't been this late since 2009.
"But, there is an internal debate over what the rules, and amendments to the rules, should look like" said Brad Johnson, senior reporter at The Texan, "Of course the biggest part of the House Rules that we're going to be watching for is the fight over Democratic Chair appointments."
The big question now is, will new GOP House Speaker, Dustin Burrows support the will of the people and fellow Republicans? Or will he side and favor the Democrats who won him the election?
"Right now, it's sounding like that will all occur later this week" Johnson told KTRH, "The weather is causing things to kind of be in flux, we're not sure yet. According to the current plan, it is probably going to be taken up on Thursday, but that remains a question."
Back in 2021, House members voted overwhelmingly no against a proposal, that would have ended chairmanships for the minority party. And then in 2023 'Dem' Dade Phelan would even allow a vote on it, even though it was and still is, a Republican priority.
