Since 1944, Mexico and the United States have agreed to share water from the Rio Grande and other outlets. However, Mexico hasn't been holding up their end of that deal. For at least 15 years, Mexico has not been keeping up with the amount of water they're supposed to send us.
State Senator Perry says that once a year there will be meetings between Mexico, the United States, and the State of Texas to assess how much water Mexico and the U.S. owe each other. He says since he's been involved in those meetings, Mexico has always been at a deficit.
Perry says this could wind up causing farmers and ranchers in the Rio Grande Valley to suffer water shortages. He says, "It's a definite certainty that we will run out of water in certain areas of this state. Unnecessarily so." He says we can avoid that if Mexico just upholds their end of the bargain.
There is now an effort by the Texas congressional delegation, led by Senators Cruz and Cornyn, to hold up aid to Mexico until they send us the water they owe us.
