As of today, fifteen members of Congress have decided against running for re-election next year. They cite dysfunction. But some of them can't get re-elected. Some want more power, according to UH-Downtown political science professor Jacquie Baly.

"Having a seat as a Senator is definitely more prestigious," Baly told KTRH News.

One of the eleven Democrats is Dallas area Congressman Colin Allred, who is challenging Ted Cruz for his Senate seat next year.

"The latest poll that we saw has Cruz ahead of him by seven points," Baly stated.

One of the other Democrats leaving the U.S. House is Adam Schiff, who is running for that state's Senate seat.
