New Laws Advocated After Celebratory Gunshot Death

The death of a Harris County woman is prompting victims' rights advocates to call for new laws concerning celebratory gunfire.

A stray bullet struck and killed 61-year-old Phillipa Ashford early on New Year's Day as she stood outside and watched fireworks in northwest Harris County.

Andy Kahan of Houston Crimestoppers wants wounding or killing somebody with celebratory gunfire to be a felony.

Such a bill has been filed twice in the Texas Legislature, but has failed both times.
