Galveston Officer No-Billed In Shooting Of Woman

A Galveston police officer faces no charges in the fatal shooting of a woman in March.  On Thursday the county district attorney's office said a grand jury decided not to bring charges against Officer Evan Fraley, who was off-duty when he shot 36-year-old Toni Jo Collins.  

A neighbor called police and said Collins was pointing a gun at passing traffic.  Fraley responded and ended up shooting Collins, whose pink-and-black weapon turned out to be a BB gun.  

Fraley, a four-year veteran of the Galveston Police Department, had reportedly had encounters with Collins before.
