The President's critics say he doesn't really want to enforce immigration laws and a proposal from the Homeland Security Secretary probably won't help that image.
The new idea is to only deport those illegal immigrants with serious criminal records. Others would be shielded from deportation.
"The focus will be looking for those who actually have serious criminal records or criminal records in terms of violating the laws -- other than the immigration laws -- in the United States."
But Texas immigration attorney Ann Badmus says she doesn't think this means the Obama administration will give up on deportations for non-violent criminals.
"I don't think the Obama administration is considering stopping deportations altogether but I think the focus is shifting somewhat."
