reports that the CIA is partially funding a study by the National Academy of Sciences of plans to use geo-engineering to reduce global warming are questioned by a Houston expert.

Frank Billingsley is chief meteorologist at Local-2 Houston.  He says, “The whole thing to me, honestly, seems crazy and the idea that the reported cost is only 630 thousand dollars, which is the price of a house these days in west Houston.”

Solar radiation management is one theoretical branch of geo-engineering which involves the reflection of sunlight in an attempt to block infrared radiation. 

“Reflecting sunlight in an attempt to block infrared radiation,” says Billingsley.  “I don't know how they plan to do that?”

He also questions the $630,000 price devoted to the project.
